It's a cool idea, but somewhat situational. Why is it in Earth (mechanically and thematically)? It could easily just be in Gravity or Water, which would make it less situational. Of course, then it has the potential to be horribly overpowered.

I am really not sure about the card cost, especially the unupped one. Maybe some expert can calculate that for me :P

Well, tides happen on Earth, and it is because the gravity between the moon and Earth affects the flow of water. I think it fits the theme nicely in this way.
Mechanically it is obviously focusing on quanta control, with Trident + Black Hole possible. Also a Stalling Bolt deck can build around it, and maybe that is the only point that can go OP?

I would make them both cost 2 or 3 and let the unupped one produce 2 :water per 1 :gravity

Not sure about that. At low cost the denial combo can be made a bit too soon, making it OP.

Compare Rustler, which is a duo vs. this card's trio (though this is a permanent and thus is weak to a different and smaller set of cards). I'd suggest lowering the cost to at least 3 | 2 based on just that.

An  :earth card that requieres  :earth to make  :water  sounds quite weird...

As it's a trio card, I would put the cost just in 2|1.

In a rainbow, it may be usefull in:
. charging an ice lance
. gain quanta for permafrost in a rainbow
. charge quanta for squid's skill.
. Gain some quanta to make the inundation don't die.

Didn't say "to play puffer fish" or things like that because I assume a balanced rainbow has enough quanta to play the creatures. Also, trident + BH seems less viable because it consumes gravity.

In conclution, I don't think it would have many uses.
