Well, as furball stated, it basically doubles poison damage, and a cost that high will reduce it's use drastically in a speed bow, however keep it relativly stable in a duo/mono situtation. On top of that, it has a fairly nice active effect, free cc forever much? You could chain it with boneshield and have a real fun time, this would substantially nerf its speed, and, as before, keep the idea intact.
