You're not regaining quanta right after playing the card because of blitz, fractal, etc. Regaining includes skill costs. Alternative option for upped version: At the end of your turn, regain all quanta consumed on this turn. <Making it a zero-cost spell like supernova> But I think the original one is better. cjackdc, It's a good point: Rustler? I like the idea, I have one question though:
Does this effect work on monster skills too? Be kind of useful with a Rustler because you would be getting free  quanta and regaining any  quantas that you used.
Or does this skill only work with cards played, so that quanta used from skills is not regained.

All quanta consumed includes creature/permanents' skill cost.
Rustler, that's a good point. In my option, this card will make you regain all your quanta consumed, providing free quanta.
This will make trio deck.

However rustler can be an exception. Rustler is the only exception for Shard of Readness.
(Currently Deja Vu has added to exception list, but it's little different)
