How about having Moat reduce damage based on how much  :water you have?  works thematically 8)

it does, but there would be a problem balancing it against titanium/diamond shield.

With an upkeep of  :earth cause it keeps filling up? idk lol just tossing ideas

I would think that burrowed creatures could dig underneath it... maybe something like:
"Shield: Uses 1 :water to absorb 4 damage from physical sources.  Water and burrowed creatures are unaffected."

Very similar to the :entropy shield. Given the duo requirement and the small limit on affected creatures, it could probably do with a small cost reduction. (after all, dissipation shield only costs 3 :entropy )

I originally had a bigger list of excepted creatures, keeping it to just water now (and should add neutral) to make it the same as flooding. i like the cost where it is, if it's overcosted, I'd rather up the power level than lower the cost, mostly so encourages a duo as opposed to just being splashed.

OR potentially burrow INTO it and drown!
ehhh the moat is shallow enough that burrowed creatures just go under it.

Good point. Balancing realism / thematic ties and simplicity is often a delicate process. So I can definitely see why keeping the number of exceptions small is also good (since otherwise it gets to be a headache for new players to use).
Whether the glass is half full or half empty is a moot point. It is always filled to the brim. It is only a matter of by what. The real question is: What fills you?
