For the sake of this card, active will be defined as an ability that require expending extra quanta to activate.
SoR just sets it to 0, which does not require extra quanta to active.
Fine, I note my error. But abilities used after SoR still triggers Bleeding.
You could just say an ability that isn't automatic.
