After all sugestions here and on chat I made simply update of this card and now it looks more balanced. Name is also changed ;)

NOTES:
Damage is NOT cumulative, so when You have 2 Stormclouds You make 1 Thundestorm (1 attack for all creatures). This card will be good against Fire/Rainbow, which has a lot of weaker creatures and then game against Air will be very interesting, because opponent must use a good tactic (waiting for lower HP) to put Lava Golem on field and growth it in next turn.

If someone wants to say that it is OP - look at Fire Shield ;)

fire shields effect only happens when the creatures attack, and does not affect creatures with momentum, so deflag, steal, butterfly effect, pulvy all remove the shield from your opponent, and sundial can prevent your creatures from attacking for a turn in hopes to draw one of those cards, and momentum let you bypass it altogether

your card as of right now, has the damage dealt to all but immaterial creatures no matter what (immaterial not being affected by thunderstorm in the first place), and since the damage is cumulative, unlike fire shield, getting 6 out means your opponent has to use quints, phase dragons or immortals, or creatures with at least 7 hp, just to survive 6 of them, and at least 5 hp to survive 2 turns with only 2 in play. 

and you want to make it immaterial and not cumulative, which means all your opponents creatures take 1 dmg no matter what, and there is no way to stop it from happening, unlike fire shield, which needs a protect artifact to prevent it from being destroyed.

also, fire shield unupped costs 6, and 4 upgraded, your card does a better job at dealing damage than fire shield, and costs less to get out.


other things

Thundermeter - weird name, mind explaining if it means anything, or maybe you think its a different word and merely misspelled it?

The card text itself has errors, and can be changed to make more sense.

At the end of your turn if you have less HP than your opponent,  your opponent's creatures each receive 1 damage.

Having less HP stop this card

Cost might be higher, but when it is worse than Fire Shield it shouldn't cost more ;)

Thunder + meter. Meter means a lot of things in English ;)

@Jenkar - It was Your idea on chat that it should be cumulative instead immaterial :P
I prefer version with no cumulative, but Immaterial or as a spell - like "Butterfly Effect" ;) It should hurts Fire, but when we can easily destroy it, then Fire will not have a problems with this card ;)

Immaterial permanents, as i said in chat, are about as easy to balance as 50 cost cards. They're impossible to eliminate.
And yeah, cumulative was my idea, but, as bucky said, it'd be way too powerful.

A quanta producer? Intersting idea... how about :air and :aether ? :aether is more energy than water (whic would be rain, but there's not necesseraly rain with Lightning.)

it does not need to be immaterial, and should not be cumulative

the card cost is fine if you make it just doing the thunderstorm effect every turn, and not immaterial and not cumulative, and since its not cumulative, when you play more than one, your opponent might not have to worry about their creatures taking more damage, but they now have to destroy 2 of them to get rid of the effect. 

also, since it is not a shield, you use a shield in combination with this.  shields are limited to 1, and that means fire shield can only ever do 1 dmg to a creature a turn, and this card should not do any more, no matter how many you have in play, since you like to compare this to fire shield and all
