Fair enough viewpoint I guess.  I figured the dampener/suppressor was inhibiting the ability to cast a spell independent of what the spell was--that's why I figured it should increase every spell cost.  Sort of like a mosquito buzzing in your ear while you're taking a test--the easy questions are still easy and the hard one's still hard, you just have to concentrate a little harder on each of them to answer them.
Sure, you could take that approach to it too. The zero quanta cost spells are just the questions that are so easy that the buzzing mosquito isn't enough to distract you. Maybe its one of those spells where you just wave your hand and its basically done, while the bigger ones take lots of concentration and are easier to mess up.

LOL!   You've obviously never met the mosquitoes where I live.  They're often mistaken for vampiric hummingbirds.

I'm assuming that this card stacks now? I personally think that a cost increase of 2 is plenty, especially for a permanent that costs random quanta. If you want to make the upgraded one more powerful and cost a bit more, make it have the same effect as the original, but only for your opponent. That way there is no "mathy" part and it is strictly better than the unupped version.

No, I didn't think to have it stack. I feel that it has enough effect to be useful and stacking would be over doing it. As for your upgraded idea, while I don't like having an equation in it, I kind of like the general mechanics of the card as they are now. Having it only affect one player just doesn't feel like it fits the card.
