It has similar effects to SoFree, so I think it's overpowered compared to the rest of your set.
If its effect applies to both players, then what's the point of playing this card in the first place?

because if you are playing it, you are playing a deck that can take advantage of it with lots of spell damage, whereas your opponent might only have a few.
