NOTES:
I made this after seeing some of the great ideas the Duality competition and separately realizing how useful Rustler's ability could be in certain decks. I adapted the idea to suit a mono-Water deck that could power Steam Machines using only Water Pillars and Marks. I added the passive Flooding-related ability mostly for kicks, and since Flooding doesn't seem to have many uses.

Also originally was named Spirit/Spectre but I changed it since it doesn't share the same +1|+1 ability common to that type of creature.

I think you can incorporate Explosion into Cesium Spirit somehow, maybe destroy a target permanent after react is used X times in one turn?

Maybe...feels like too much though, and I have enough trouble fitting the text in as it is, lol. I might raise the cost to compensate.

Also to clarify (because this was asked in the art topic), the Momentum isn't related to the skill, it's a passive that comes from being underwater.

Put the second clause above the first.

If underwater, Cesium Spirit gains +1|+1 and Momentum. :water React: Gain  :fire :fire. This skill can be used multiple times per turn.

I'm a little worried that this sort of effect could cause fire stalls to get out of hand.   Just a couple turns with a water mark and this card gives them a huge boost in fire quanta production.  I feel that it's balanced with life/light, since life doesn't benefit nearly as much from having absurd amounts of quanta. 

Also, given the flavor of it, it almost seems as though it should be a fire element card with a water-activated ability (to reflect cesium coming into contact with water).

That sounds like it might be a good choice.  Easy way to prevent it from being overpowered, and still works well with Steam Machines.
