It loses the hp? Its effect would be more useful if it lasted longer.
Yes, the Skull Eye loses HP each turn. Maybe you misunderstood it as the player losing HP ?
Maybe the card description needs some re-work.

Well if it would be better if it lasts longer, how many turns would be enough ? I can simply adjust the initial HP.

I believe that if you remove the -2hp per turn, it needs less hp to make is slightly more killable.

so after 2 turns it's allready quite vulnerable

maybe a nice sinergy with some angels

New version is uploaded.

I've removed the self-destruct feature and given it a lower HP.

The ability is named "Decay", and can be lobotomized.
