Card idea was sparked by having Pokemon in the game (a discussion in chat). Ability was originally intended for a Pokemon. **NOTE** This ability doesn't feature in any Pokemon game to date.
SERIES:

Edit1: Names changed.
Edit2: Increased ability cost of Upgraded Torrential Storm and fixed typo on unupped Torrential Storm.
Edit3: Changed ability quanta from  :water too :air and modified table accordingly.
Edit4: Changed Att|HP of Upgraded Torrential Storm, to make it less OP. (Suggested by Water Spectre in chat)

It is balanced however rain falling on my head doesn't seem to hurt. You might want to change the name.

Unupped artwork doesn't really fit the creature.  Otherwise I like, it's sort of like a Water Otyugh.

Really? I love the unupped artwork. It's so cute. Oh, and the upped is significantly more powerful than unupped. Maybe 2 quantum for the ability?

Not a bad idea, but IMO it' a llittle bit OP... and what about an ability cost in another element...maybe  :air?
