As much as I want to love this card (it's fantastic in concept), I just feel that Flooding/Innundation will lose its appeal very quickly when implemented, or vice versa. Either people will love this card (as a wannabe-flooding effect) and use this more for its readily applicable damage + top/bottom row thunderstorm touch, or it's going to be ignored completely in water decks that will just control the field readily with a single flooding/innundation. :(

Lovely art, great idea/cost, but I don't know how this will co-exist with Flooding...

It seems to me that is one of this card's strengths. It gives Water players a variety of strategies.
