Simple things first.
Why Water? Because it's thematic and I can!

Mechanic: Place a :fire <burnt> status on target creature. Any creature with <burnt> gains +2/-2 upon activating their triggered active ability.

Pokemon or not, I do like this card idea and look forward to seeing it travel through the labyrinth known as the Card Ideas & Art.

You mean that playing a second Scald on the same creature is useless, or that the +2/-2 counter last one turn? (I think it's the former, but I got confused)

By triggered active ability you mean an ability that you must choose to use? (as opposed to bioluminescence, for example)

I just keep expecting a chance to drop attack [Burn] in accordance to the Pokemon move.

The second scald has no effect.
Yup, triggered active ability means you need to click to activate it.

This is a fun way of having CC or beatsticks. I like the idea, it just seems backwards from Pokemon. I can get over it though.

I like it too. Usually i support cards that  give advantage to cards that have a high hp/atp ratio which are mainly underpowered because it's hard to utilize, this card might help.

Voodoo doll + this + butterfly effect :)

Also, forest spirit + this would be ugly as well.

Voodoo+BE is already expensive, and Forest Sprit is an outlier case because, other than in combos that already use Water quanta, Rage Potion would be better for building up attack. I'm more afraid of Purify abuse, to be honest.

True. But I was only citing it for comparison; it's clear that 5 quanta and 2 cards for +2/+0 per turn on one creature isn't that awesome compared to SoP.

Essentially +6 attack/turn, and can be used 7 times on the upped version

I can't help, however, but have hilariously impractical visions of something like massive dragon + mitosis + this (and then shard of readiness! :p) or, even more ridiculous, titan + animate weapon + antimatter + butterfly effect + antimattter + this.  In practice, I think the best use would be with forest spectre, shard of patience, squid+SoP decks, and the aforementioned steam machine.

In the all-upped scenario, a single Scald indeed quickly (after 4 turns) overpowers Rage Elixer, as well as being cheaper by 1 quanta. However, Rage Elixer can be used repeatedly on the same Steam Machine, while extra Scalds will become dead cards.

However in the all-unupped scenario, Scald is clearly inferior to Rage Potion. You can only use "steam" twice before you kill the Steam Machine, meaning that the most you can get is +4/-4, which is less than Rage Potion's instant +5/-5, and there's no limit on the amount of times you can use the ability.

And? It's still slower and more prone to bad draws. ._.

It can be quite powerful with Squids and Steamies against no CC, and I see it as a NICE card. It also makes a good use of Plate Armor with creatures with Ablaze (or growth, don't remember which one don't gives HP)
