Looks possible.

Why have the skeletons created when the Tomb is damaged? (The tomb spewing forth skeletons makes sense)
Why have the Tomb be a creature? (To have HP obviously. Is there another reason?)

No there's not another reason... this card is for a new gravity/ time deck (time for the sarcophagus and the pharaohs making scarabs) (Gravity for the gravity pull and devour from the scarabs)
And if it was a permanent it will be not much different to graveyard.

Actualy that's a good Idea but well thinked... Skeletons would hind the scarabs so it won't be much of a good strategy :D

I don't think it's actually that incredible, not much more than Voodoo Doll.

It would make for a hella fun deck though. Depends on what you make the final cost.

Well the only thing that is close to the Voodoo Doll is the thing "Hit me and you'll see" but this has a pretty different skill "Summon if Hit" + "Summon if killed".
And you said it is "not much more" so it's at least a little more :D

Yeah... but... there are RoF's Thunderstorms and Plagues... Dim Shields, Fire Shields Titanium Shields and more... There are a lot of ways to make this strategy go down... just as every other strategy :P
