IDEA:
Jappert
NOTES:
- When recast a second turn, it just refreshes the 30%. Note that casting an unupgraded version of Sandstorm overwrites the effect of Sandstorm (upgraded)
- Immaterial creatures remain unaffected.
- Devourers won't miss their ability, just the attack damage. (just like when their damage is blocked)
- Obviously used for defensive purposes, wich suits the :earth Element very well.
- This card disappears when the effect reaches 0%

Agreed, Fog Shield costs 2 :air and it has a 40% chance of a miss.
You should make this cost 2 :earth at maximum.

Yeah this is a spell however and cannot be destroyed, what do you guys think of 2  :earth for both the unupgraded and upgraded card?

It HAS to be a permanent because spell effects can't last more then one turn?
Why can't it work like congeal, but instead of countdown to the moment they un-freeze, just reduce the hit % loss every turn?

The maximum effect it can have is (6 cards x 6 turns, when chained and upgraded) 36 turns long, that's long, I agree. But the effect will be diminishing alot, 10% chance to miss isn't that devastating, and to have 6 of these cards in your deck means you're really focussing alot on this defensive aspect.
Basilisk Blood is unremovable aswell, and can take out the strongest of your creatures for a lot longer then this card can.

A cooldown isn't really needed in my opinion since the effect diminishes each turn, so it won't be a full chain of 30% miss.

Just to clarify
A spell can only last 1 turn
A permanent can last N turns (N is variable)
A status can last M turns (M is variable)

Since Sandstorm affects all creatures, not just all creatures when it was cast, it needs to be a permanent not a spell that inflicts a status.

Furthermore
The unupped causes ~20% per turn for 3 turns, The upgraded causes ~17.5% per turn for 6 turns.

Additionally this does not take up a unique slot (even if it were a permanent) therefore it does not get the -3 cost reduction that shields and weapons seem to have. However this is counteracted by the smaller percentage and the shorter duration.

I think a casting cost of  :earth| :earth would be balanced.
