Is order an active ability that needs to be activated? Can it be used more than once? Is it used only when templar hits the field?

I think it is too strong against rainbows and too weak against mono. The worst thing about it is that even if your rainbow packs CC, you probably won't have the quanta to cast it.

Then there is the potential for abuse. Certain kinds of quanta, like  , are very easy to get lots of and less easy to spend. With this card, now you can use  for everything including Fractal and Skyblitz

For example: Mark of  , Play templar and leaf dragon, convert enough  into  to cast Fractal, then convert the rest of your  into  so you can play your whole hand of frogs or whatever.

It only happens once when Templar is played from the hand. Mitosis'd Templars won't trigger Order.

Compare Silence, which prevents any enemy card from being played for 1 turn regardless of rainbow or mono. Templar is 1 quanta more expensive, though it does give you the opportunity to quantum fix your own hand.

This card's alteration effect only lasts for one turn, which means that you will have all the cards in your hand at the same time or chain Templar several times to make a combo. At that point, you are using several cards together (Templar,Frogs,Rustler,Fractal) that would likely comprise an entire deck (most likely an OTK deck with the combo you listed, and said OTK deck can't really get around shields unless you splash in Explosion, which puts a lot of quantum stress on Templar).

I agree. Add something like "during the turn this is played" or something. Right now the wording is quite ambiguous.
