Cards that (I'm assuming) wouldn't work with this mechanic:
Steal
Fractal/Miracle (drains all quanta)
Protect Artifact
Animate Weapon
Cremation
Rewind
Quintessence
...mostly because they require a new target for the 'double dip' spell effect to work, which doesn't seem to be hinted in your card. However, this does provide fun mechanics with Antimatter usage (no effect), Basilisk's Blood (12 turns of stun! O.o), Aflatoxin (4 counters of poison), and Rage Potion (12 damage).
No. This card works with all of them except fractal and miracle, because they drain all quanta and the effect would be redundant.
This is how it works. First, you play resonance, then you play a spell, lets say steal. The spell, in this case "steal", is paid and then chooses a target. If you cannot pay the second spell (steal) then the spell (steal) doesn't resolve and resonance is not destroyed. The spell (steal) resolves, then is paid again and chooses a new target. Finally, after the second spell (steal) resolves, resonance is destroyed.
Works as is you played a second spell right after the first one finished
