I'm liking this.

Questions:

- Is the Effect a Hatch (A basic creature from the Hatch List) or a Mutant (A creature from the Mutants List with a mutation)

- Is or could be the benefit given by Chaos Imbalance be Chaos Power?

- Are the creatures the same in anyway or each is chosen randomly for that player?

Hm.. sounds a bit underpowered imo because this can easily backfire. Unupped version is a coin toss, and if your opponent is playing a rainbow, this card REALLY sucks.

What if Chaos Imbalance (with increased cost) gave your opponent an Abomination?

Yes, it will be a basic creature like hatch. And the benefit is similar to chaos power, only 1-3 instead of 1-4, but I guess this card is a little underpowered. I might change that. And each is chosen randomly for each side. They could end up with the same creature but it would be pretty uncommon.

That's a good idea, but I think an abomination might be a bit powerful, maybe a micro abomination instead?
