When the hand of your opponent is already filled, he won't draw cards (or draw only until hand is full) and then discard 1 (or 2 for upped) cards.

So a possible (but realy bad) way to counter this card would be to keep your hand filled xD

I was under the impression your opponent wouldn't know which cards they've lost, to go more with the name of the card.
But also if they were relying on a particular card, they'd waste the game waiting for it.

Otherwise i like the concept

Well, that would give added meaning to the name "Forget."  You "forget" what cards you draw and discard.

I've given this some more thought.

This card would probably be better, if the order of the draw and discard was swapped. If the discarding happens first, the opponent never has the problem that he will miss a card he never was able to play (might also add that only cards can be discarded for which the opponent has enough quantum to play)
Additionaly when the opponent doesn't have any cards left in hand, this will only let him draw more cards without discarding any (was the main idea of this card anyway)
Another point I was wondering myself is, what to do about decking out. If the opponent has only 2 cards left, playing this card would mean a OTK for 3 :darkness . Should it still force the opponent to draw cards when he has less than ~4 cards in the deck?

I'll put up a poll, let's see how you folks think about it.

This card reminds me of similar card in M:tG (you saw that one coming huh?) that does something similar. While I agree that the addition of forcing the drawing of cards make this much better, I think the discard effect should have a much bigger impact, I mean you should force your opponent to discard more than they could draw.
My suggestion for the text would be :-
Forget
Opponent draws 1 Cards and discards 2 Cards at random.
Brainwash
Opponent draws 2 Cards and discards 3 Cards at random.

If this is the case, the cost need an increase to mirror how powerful this spell can be, so something between 4~5 :darkness ?
Also, if you could, try to find art which visualize the agonizing pain / psychic(sp?) mental torture to further amplified what this spell would actually do.

Ahhh...discard. This reminds me a lot of M:tG too. Anyway, costs are fine -- my only two cents are that it the old names (Psychic Warfare/Mental Torture) suggest damage somehow. Like, opponent loses 2 life for every card drawn.
