The idea should be very straight forward, you target a card to transfer quanta to the pool of the corresponding element. The unupgraded version is simply a way to move your own quanta to where you need it. The upgraded version appears less efficient on the surface, but since it is stealing quanta from the opponent, it should actually even out in terms of quanta advantage. The ability can target any card in either player's hand, field, permanent area or the top of either deck. Probably needs a bit of balancing work. Maybe you should change "to the pool" to "to your pool" in the upgraded version, to make it clear that the quanta goes to you, not your opponent's pool.

Are things in your hand targetable? Or only things in your field?

I made this some time ago http://elementscommunity.org/forum/pre-smithy-ideas/quanta-distiller-quanta-distiller/ but I always felt it was too clunky to work well.

Hmm... I intended that it can target any card anywhere (including either players hand, field, permanent area, or top of either deck)... But I'll put that in OP for clarity.

Maybe you should change "to the pool" to "to your pool" in the upgraded version, to make it clear that the quanta goes to you, not your opponent's pool.
