NOTES:
This card will cause any quanta production originating from a spell or creature effect to be prevented. The total will being delayed will be noted in parenthesis next to its owner's current pool total.

At the start of each player's turn, 50% of that player's delayed quanta will be added to their pool. The quanta to be added will be picked randomly.

In addition, 20% of the total quanta that is delayed each turn gets added to the pool of its owner's (the owner of the delayed quanta) mark element pool.

This cards effect will stack and will affect both players.

Spoiler for example
You cast a nova. Instead of getting 1 quanta of each type immediately, 1 quanta gets added into the delay total next to each pool.

At the end of the turn, 2 quanta (12*.2 = 2.4-> 2) gets added to the delay total for your mark's pool. This results in 12 + 2 = 14 delayed quanta.

At the start of your next turn 7 of the delayed quanta will be picked at random and added to the appropriate pool(s).

If all streams are destroyed, any delayed quanta will be dispersed immediately.

There are 2 goals here.
1) It will help make quanta producing creatures and spells more useful to decks outside their elements. This is particularly aimed at helping out elements which lack means of quanta production outside of pillars and pendulums ( :time , :gravity , :entropy , an :aether ).
2) It will provide a soft counter to nova and immolation rushes

About your 2 goals, I think it is too slow to fulfill the first purpose (as this would be coming from these 20%, which I think is too little for this to work), but the second purpose has my full support.

About the mechanics of Sanctuary, it blocks modifications to your quanta pool during your opponent's turn. If my opponent has Chrono-Stream out and I play a nova, then (at least the way it is implemented now) my quanta would still get delayed.

Note that the percentage will stack, so if you had 5 of these out a nova would yield an additional 12 quanta of your mark's type.

Getting 5 out would be rare though. On average players could expect 2 to 3 by mid game.

I put the sanctuary part in to give a means of blocking the effect, but I guess you are right that it probably wouldn't work under the current implementation of sanctuary. This probably isn't a major point though, so I can just pull it out.

As for what happens when this is destroyed, I still haven't made up my mind on that. I see two obvious options:
-1)The one you stated. I.e. everything gets disperesed immediately
-2)The quanta continues to get dispersed at the same rate until it finishes completely.

Which option sounds best to you?

Getting half a quanta per creature seems fair since you are also getting the off-mark quanta, as usual. (if it didn't stacked I'd have gone with 50%, turning novas into slower but more specific immos, for example. note also that this is mostly gut feeling).

Sounds reasonable to me. I have updated the notes accordingly.

Also, note that the extra mark quanta is calculated at the end of each turn, after all creatures have produced their quanta. Any partial quanta will be rounded to the nearest whole number (e.g. .5 and up rounds up to +1, less than .5 rounds down)

So with 1 of these you would end up getting 1 mark quanta per turn if you had 3 creatures (3*.2 = .6 which rounds to 1).
with 2 of these it would only take 2 creatures (2*.4=.8 which rounds to 1), etc.

This is interesting, but... very complicated and probably difficult to code.
It might be a good idea to split this up into two different cards, since each of the two functions you listed can still work using their respective independent mechanics.

I'd splash it into just about any deck that makes heavy use of nova and immolate.
Think of this, the novas you use would end up generating 3 extra :time for you each even with just 1 of these in play. That could be very useful for powering hourglasses.
