About your 2 goals, I think it is too slow to fulfill the first purpose (as this would be coming from these 20%, which I think is too little for this to work), but the second purpose has my full support.
I'm guessing that destroying the permanent will cause the delayed quanta to go to its owners (immediately, on their turn?).
About the mechanics of Sanctuary, it blocks modifications to your quanta pool during your opponent's turn. If my opponent has Chrono-Stream out and I play a nova, then (at least the way it is implemented now) my quanta would still get delayed.

If 20% is too low, what would be a better percentage?
Note that the percentage will stack, so if you had 5 of these out a nova would yield an additional 12 quanta of your mark's type.
Getting 5 out would be rare though. On average players could expect 2 to 3 by mid game.
I put the sanctuary part in to give a means of blocking the effect, but I guess you are right that it probably wouldn't work under the current implementation of sanctuary. This probably isn't a major point though, so I can just pull it out.
As for what happens when this is destroyed, I still haven't made up my mind on that. I see two obvious options:
-1)The one you stated. I.e. everything gets disperesed immediately
-2)The quanta continues to get dispersed at the same rate until it finishes completely.
Which option sounds best to you?
