Well, it would come in over several turns, along with the rest of the quanta from the nova / immolate...
E.g. if you had 2 of these in play and a time mark:
turn 1) Play nova -> each pool gets 1 added to its stream
turn 2) 6 of the 12 quanta get added to their respective pools along with 6*.4 = 2.4 -> 3
quanta.
turn 3) 3 of the remaining 6 get added to their pools along with 3*.4 = 1.2 -> 2
quanta
turn 4) 2 of the remaining 3 get added to their pools along with 2*.4 = .8 -> 1
quanta
turn 5) the last quanta gets added along with 1 * .4 = .4 -> 1
quanta.
So nova can now be used as a mark quanta generator but is less reliable for generating its other quanta sources (which trickle in over time).
While this does provide a good deal of extra quanta (+7 extra for 19 total vs 12), comes in much more slowly (takes 5 turns instead of instantly).
Most games don't last more than about 8 to 10 turns on average, so you would end up waiting half the game before you see the full return.
Does that seem balanced or is it still too good?
