well, different people, different oppinion. it's always like that. Though I gotta agree, it is somewhat OP now, mostly due to the fact that I can't imagine a deck where this would be useless o.O

Errr, isn't this rather OP now? From what I see, you are playing a quanta generator and drawing a card for a quanta cost even cheaper than Precog ( :rainbow quanta value <  :specific quanta value, usually a 3 : 1 cost ratio).

The least you should do is remove "Draw a card", which would balance it out a lot.
The problem with not having the draw is that the card will basically always be worse than QTs, as it only becomes better once you've played 4, which isn't likely to happen for a while. The draw a card was meant to make it actually possible to get that many. Maybe up the cost by 1, to 3|2, which means that you'll be 3 behind on quanta for the unupped one, and 5 for the upped one.

That could be a solution. But to know whether it's OP or not, it'd require playtesting.

If you want to get the word count down you could rephrase it like this:

Increased the cost by 1.
Though as far as the quanta exchange between other and normal goes, it's 1:3. So if the cost of this card should match Precog, wouldn't it be costs of 6/3?
Meh, I'm not sure about the cost. Maybe it'll rise to 5/3 later on. But I'm leaving that question better to folks who have a better idea of that.
