Playing the upped version is like giving yourself the ability to cast a free Lightning every turn without cost, for just 3

. I'd increase the costs to probably 6 unupped and 7 for the upgraded, or at the very least 5/6.
The single advantage of Lightning is that multiple can be played at once, which doesn't do very much to off-set the fact that this is infinite. At the very least, it enables you to deal 5 immortal momentum damage every turn provided your opponent doesn't have Jade/Reflective Shield for the minimal price of 3 quanta. Elite Immortal costs 7

to do that same 5 damage/turn, but it can be slowed, blocked altogether, or even killed by a Fire/Spine shield. This costs less than half as much, can deal the same damage, is completely and utterly invulnerable and unblockable except by 2 shields,
and can be used as very powerful, free, reusable, creature control.
So yeah, OP.
