Way too powerful. This is basically a Bolt creature, in that it deals around 3 damage for every 10 quanta, but beyond that, it's a creature, meaning it does the same effect each turn. That's what makes this OP. Make the ratio alot larger, say 1:10, and we'll talk.
Why would you ever play a card that gives you 1 attack for every 10 quanta? A dragon would be 10 times better than that and would attack for 10 on the first turn. With this card, you'd have to wait x turns to get to 30+ quanta just to get enough to have 10 attack. Everytime you play a card, it reduces the quanta pool and reduces Psychopomps attack. I think you are using the "OP" charge a little loosely here, but show me a deck where this would be exploited and I'll reconsider.
Also, other growth creatures (lava golem, forest spirit, graviton fire eater) in the game require only 1 quanta to gain +2 attack. The growth ability is off-element, but can be handled easily with a mark or a few pendula at most. (Steam machine needs 2 quanta for +5 attack.)
Consider this: your opening hand has 5 pillars+3 flesh spiders vs 5 pillars+3 psychopomps (and we don't play additional cards afterward to maximize quanta pool):

After 6 turns the psychopomps are still lagging in cumulative damage to 3 measly flesh spiders. The numbers are even worse in the case of upped cards where recluses get double damage. Further, if you use any additional quanta to play more cards, your psychopomps lose attack.
