it doesnt need a limit and the cost is fine, might raise it by one.

good card, just set it to creatures attack if that creature is drawn, otherwise none. Compliments Precog well.

3 | 5 free damage is worth 0 cost. 20 heal is worth 3 | 2 cost.
I think it would be balanced even with a 2 | 1 cost, really. One time damage and healing is nice, but difficultly game-breaking.

Should the poison and vampire abilities be included with the attack or just the attack value? And will it be affected by Damage reducing shields?

Updated with new version. Keep in mind that Reverse Time | Rewind is in the same element as Prophecy.

I think upgraded should be 3 for 2 turns. I liked the 2 turns part from the previous version.

Rarely worth its cost. I mean, in the BEST situation possible this gives you what, 15 direct damage for a drawn Ruby. I would rather play a Ghost or a Devonian and get stable damage that in two or three turns is better than what you have here. I don't think this is worth its cost...

You forget that with Precognition you may be able to draw more than 1 creature per turn. There are many cards that have aligned-element synergy.

I really enjoy this concept, and having it implemented would be quite fun. One of my favorite card ideas that I've seen yet.

Oh.  I feel stupid now. Lasts 1 turn -> more than one draw. Hourglasses too, not just Precog. Well... that might justify the cost indeed. Time rush with dragons, hourglasses and prophecy...
