NOTES:
Effect acts like Procrastination.  Card lasts 3 turns, exactly as Dimensional Shield.
First person to draw a card when the effect ends will be the opponent.

New creatures played during this effect will not be affected by any delay.  Poison counters will be applied, dimensional shields will expire, etc.  I am still up in the air about whether Hourglasses/Sundials may be used to draw cards during this effect.  Thoughts?

I like the artwork.

3 turns does feel long.  But it is a interesting effect... could think of some strategies to go with it, like Earthquake their pillar first, than cast, so you get more quantas in the end.  And wonder if the hourglass could still work while in effect too....hmmmm

I don't see any problem allowing hourglasses to work.  The whole strategy behind fighting a mono/duo Time deck (as opposed to a time-based rainbow) has always been to delay getting set up in order to avoid the dreaded Rewind.  If you're already doing that, you can be cautious about your setup and possibly provoke one or two of these, then play creatures during the effect.  Remember the opponent can play stuff too.

I would have to decrease the cost then.  One turn is very short, a sundial or procrastination can do that save for the no-draw thing.
