This currently (1.28x) includes Thunderstorm (Lightning Storm), Shockwave, Sniper (ability of Owl's Eye (Eagle's Eye)), and Bow (ability of Shortbow (Longbow)). This excludes spells or abilities such as Flying (Animate) Weapon, Dive (ability), Web (ability), Inflate (ability of Toadfish) since they do not deal direct damage to opponent, and Ignite (ability of Unstable Gas) since it uses a Fire quantum. If you have 23 air quanta, a Prevailing Wind on your side of the field, and cast Thunderstorm, then it will deal 4 (1 base damage + 3 from prevailing wind) damage to all enemy creatures. I mean, the mechanism for quanta counting is just same as that for Fire Bolt or Drain Life. This version is not card-cumulative; multiple Prevailing Winds on the field have no additional effect. Thunderstorm is going to kill us all.

A mindgate deck will crush anything that uses this card, no exceptions.  The ablility to have tons of these, then tons of thunderstorms?  All of your creatures will be dead.

Would it be better if it is changed to be dependent on  quanta, just like Fire Bolt or Drain Life?

Changed the card in this way. I think it looks less creative, though.
