It can use abilities after it comes back, yes, but may not be targeted while OOP.

Your table ALWAYS has to match your card image, word for word, cost and mechanic, etc. Sorry to be nit-picky, but with so many card ideas flowing in and out, quality is going to be looked over quantity, if you know what I mean. ^^;

What if the board gets filled while the creature is OOP? Does it just die? Cause then this + aflatoxin= CC that disregards health.

Technically the restriction is "without regards to HP or status effect" to take Shockwave into account.  And it's a status effect, the card does not physically leave play.  It just behaves as if it had.
