A permanent can have a come into play targeting effect. It is yet unknown if an ETG permanent can.
(since it forms a permanent when cast it should be a permanent card.)

It can, just to tell you. Aside from the regular 2 ability types, active & passive, there is an additional instant spell effect that can be added on to a card.

Prime example: Towers.

Clarification: The instant spell effect might be an activated, innate (automatic active) or perpetual (passive) ability or might be a 4th type as you noted.

You noted that creatures can't be mutated into a card that is Paraergied (that doesn't sound as great as Fractalled), but how does this work?
Do creatures that are mutated simply not turn into this card, or to creatures that get mutated into this just die instantly?  Also, does this apply to Hatch?

This thing seemed dead inside. It seemed like an automaton, trying to act like as if it was alive. The effect was unsettling.
Orianna made a sound that supposed to a girl's squeal of glee and hugged The Ball. While it might have been touching, it was unfortunately only horrifying.

It would, for the time parergy is active, remove the option (or is the proper term 'variable'?) from all mutation possibilities. But my answer stops there, because I don't know how the 'random' choosing process works, particularly in ETG. Is the order Element --> Creature --> atk/def stats? Is there an order to mutation in ETG?

Yes, I believe it applies to Hatch in a similar manner.

If it is a permanent with a skill and not a spell, shouldn't there be a line at the beginning that read
"(cost) : Parergy"
And then everything else on the card already?
