the rare weapons are those which i referred to as elemental, gavel, bow etc are in 'other'.  there have not been any elemental weapons added, there is only one weapon per element.

Life's healing abilities are certainly useful against some decks (poison dials being a prime example), but the lack of PC and CC makes it very difficult to use mono life competitively on anything more difficult than AI3. This card fits the life element well, and may allow life-heavy decks to be more viable.

Having the delay decreased by 1 seems reasonable to me though.

Do you have any ideas as to how this effect would look on the playing board?

Because the name is "Overgrowth", I suggest having an additional effect to counter dim shield and the likes. What about making so the opponent is unable to use the permanent slot for 1 turn after the permanent is destroyed? This will counter the attempts to just spam another dimshield after another even after destroying them

Although I can understand the idea that repeating ideas clogs up the system, I have to strongly disagree on similar ideas being used in novel elements. Thats what there forums and posts are about - to discuss the legitimacy of the card in question being entered into the game. Ofcourse different elements make a huge difference even for the same skill, and that may not have been thought of until its case was presented here.

Your premise is completely legitimate - coming from the life guild, we had some problems in designing any mono-life decks that could beat air because of a single permanent - wings. Likewise when up against entropy we didnt have much to counter discord. Its extreme lack of PC makes it really weak as a mono deck, and that is something that could at least be improved with a card like this that provides weak PC for life.

agreed. and even worse, :aether has lightning & air has several CC to kill what empathy healing you can get.
