I think the cost should be absorbing per turn as there are many creatures that have active skills.
Or does it only work with skills that must be activated, not passive like devourer?

Devourer's quantum drain is passive, therefore it is not taken into account by this card's effect.
Still, he brings up a good point.
the "active skills" mentioned in the card text limits the skills you have to click to activate (that cost quanta)
If "click-triggered" skills aren't called "active skills", the card text should be changed.
Consequently:
If a skill is triggered by the end of a turn (devourer), it will not be used.
If a skill is triggered by a death effect (scavenger), it will not be used.
On another note, is this card easily to implement coding-wise?
