Sounds intresting, but i have 3 questions :)

Can you use this on only your own creatures and perms?

and if the ability requires targeting eg snipe would u choose who it snipes?

and a lobotmized perm? how would it work

UP card much? This card gives a similar feel to purify. It's a pure counter. The plus side is that it counters more things than purify (Mutants, Mind Flayers, Guardian Angel ...only ones I can think of right now)
I especially love the lobotomizing effect of the upped version which makes it fairly balanced (though the unupped one needs a buff). The cost is a bit high for a one-time CC that doesn't even kill target creature. So 2/3 or even 1/2 would be much more reasonable costs.

and a lobotmized perm? how would it work?

1. you can use it on any creatures or permanents, even your opponent's
2. the player who played the card gets to pick the target
3. well, for perms that have an ability that you activate, like sniper for OE or Lobotomizer, it would remove that, but for things like ice shield, the "attacking creatures might freeze" will be removed, while keeping the "damage is reduced by one", or for discord, the quanta scrambling would be removed, while keeping the damage.

also, one little detail I forgot is that the ability used still costs quanta, but if the player who owns the creature that used the ability doesn't have enough quanta for that ability, it is free.

That way the card could be used for either using your own ability more than once per turn, or stealing an ability from the opponent.

I don't know.. sounds UP to me. Mechanic like that might work better as a permanent.

Are you suggesting removing the lobotomizing thing if it was a permanent or if I kept it as a spell?

sorta off topic: I find it hilarious that the card Order is in Entropy. Which by its very definition is randomness.
