occasionally useful, but very situational.

best uses would be on buffed otys, scorps, wardens, crusaders, etc.

and this pretty much denials SoP but useless if SoP is out with multiple creatures though.

id like to incorporate 1 or 2 of the upped in a rainbow or denial deck but like  i said, its very situational.

"weaker" is subjective. This card is worse against enemy creatures, but better when used on your own.

Interesting when used with deja vus.

It would be neat if when it was cast on a Parallel Universe creature, the other creature disappeared.

Would voodoo dolls heal the opponent?

Considering it removes buffs, that's not a viable use but perhaps it would be a nice little bonus for some deck.
While we're on time synergies, does this revert fate eggs?

I doubt it. There's nothing about hatched creatures to suggest it came from a Fate Egg.

While we're on time synergies, does this refresh the SoR cooldown?

What happens to mutated creatures, is what I am curious about.
Only fools trip on what's behind them.

Nope, it doesn't revert Fate Eggs.

Yep. It removes all buffs and status effects. It also resets the stats of the creature as well.

what happens to chimera?
Chimera... I'm guessing it would kill Chimera, but I'm not sure. Any ideas?

It would make them non-mutants (if that's not too hard to code) and then reset them.

You have plenty of options. One is to kill the Chimera; although that'd be a specific exception, it makes sense thematically and mechanically. Another other option would be to reduce the Chimera into a 0|0 creature, as that's what a Chimera starts out as if there are no creatures on the field. Lastly, which is what I think the default interaction should be, is that it generates a new Chimera (as if it were TU'd to the target's side), losing the ATK and HP it previously had, but absorbing the other creatures on that side of the field, similar to what happens if you Fractal or Reverse Time a Chimera and play it from hand.
