I like this. Sorta like a re-roll that you can play midgame. Very interesting. Actually fits into time as well.

Interesting concept. If you happen to draw up a hand full of nonsense, you can use this to replace it.

Love the idea. One thing I dislike though is the use of the term 'library', which I'm guessing comes from MtG. I would prefer it say 'deck' to fit with terms already in elements. Just my two

While it's certainly not necessary for the game (we have an AI that does that 7 times already ), it certainly would be fun to play.  I think the card is balanced ATM.

So this is a noob card?
I'd also add 'draw a card' after you mulligan.
A 4 time quanta fine is enough

I doubt anyone would put this in a antiFG deck

Actually I thought of putting this one exactly in an anti FG decks, 6x!

Having this will give you the ability to cycle through your deck very fast without losing any cards. So if you play cs. Osiris, you will need that one Permafrost in your deck, so use this card a couple of times and there you go.
Having a phat 60 cards deck won't be that inconsistant anymore.

As for the +1 Card draw, I'll add a poll.
