The high cost of this means that it won't see much usage outside monos or duos. In mono or duo decks, one won't have much permanents. In a mono deck, weapon and shield are two permanents, and pillar/pendulum is two more. Five permanents in total if you count flooding. A 5 atk creature for 7 :water isn't that great.

Water is very rarely run mono.
Why? Becasue its known for having the most synergies with other elements.
I've thought of lowering the cost though.

Well even if in a duo, you won't have that much permanents. 2 equpment, 2-3 different types of quanta generation. That's still 4-5 atk for 7 :water.

Mm, I think it was described elsewhere as mermaids  "Hoarding treasures of the sea" or something along those lines. Not really sure where to go with it.

I think tower/pends should count as individual, even if this involve lowering defense a little.

I've debated that.
I figured if I did so, I could leave the cost as is.
In a mono deck people would have at max 12 pillars usually, ombine with 2-4 other permanents.
It gets powerful, but take sa while to get there.
Now in a multi-element deck, particularly in some rainbows, this would get very powerful, I think however that the cost would help deter that.
