Seems pretty cool, but you have to dedicate alot of cards in your deck to make it work. Basically only works in a deck with alot of stuff that freezes which makes it a bit limited.
At the very least its more versatile than Schrodingers cat as this can be used with catpult and just with permafrost shield

Why do you say that? Upgrades do this all the time (blessing, holy flash, solar shield, lucerifin, sanctuary, lightning, fractal etc...) So it seemed suitable, especially when you think how crazy this can be with fractal (though that would probably be more of a fun deck)

When a creature is frozen freezes sounds more appropriate.. awesome synergy with :water's CC  :))
Passive sentences are not grammar errors.
"Freezes" sounds like "to freeze" more than "to be freezing." For example, a Squid "freezes" a Lava Golem, but a Lava Golem "is frozen" by a Squid.
The advantage to using "freezes" is that there is a bit of ambiguity when you use "is frozen" instead.  The unintended meaning would be that the +1/+1 boost applies only for the duration of the freeze.

That said,  :water creatures that encourage you to play more creatures just screams "flooding synergy" to me.  I like that.
