You can target any creature with a creature with the hibernate ability.
e.g
You play this card on a skeleton (no ability) so it gains the ability hibernate
The skeleton then uses the ability on any creature (e.g a firefly) so that creature and any other of the same creature (e.g all fireflies on the field) now gets 0/+1 and is stuck in a time bubble

How much does Hibernate cost to activate from this skeleton in said case?
Seems Overpowered if that is the intended action, with a frog or other superfluous creature in my offensive structure I can entirely lock out the opponents best creature. If my creature has adrenaline it can still do a few rounds of damage too.
