I think the idea of forcing the opponent to stockpile quanta or suffer is a neat idea.

In your expert opinion, if the N part if the N-X were increased, what would be the ideal value of N?

It technically has no ideal value because decks work in different ways and the decks that are already disadvantaged by devourer are capitalised by this and decks that have redundant quanta like rainbow will never be below the threshold.

If you made N 20, the a single super nover trips it and ignores it for the whole game but a mono deck will be taking near 20 damage a turn from it. The mechanic doesn't work. Its like kicking a wounded dog, there is no need for it.

More complex than I'd like, but something like this could be interesting and has synergy with pests:
N-X, where X is equal to the amount of quanta you have the most of - the amount of quanta you have the least of.
