Most synergy with flooding causes forced combos which is bad because there is only 1 card that can produce flooded slots as of yet. However have the submerge ability means that Levii does not require a combo with flood to be usable. The two abilities are important.

Actually, it can "Submerge" when outside of flooded areas.  Let's just assume it comes with a shallow pool of water that doesn't constitute as a flooded area.

your card's attack and life dont match what you have in the lower part of the table there are alot of mistakes with attk and life and other things

I'm doing a lot of the editing from a 3DS, so there may be times the card art does not match the tables, hence the spoiler tabs.

a shallow pool?  it seems silly that that nasty looking creature, with its only its head/neck visible, would be able to hide in the kiddy side of the pool. 

OT: having a second skill such as this psuedo-burrow for the sake of having just any skill to not be "just" a situational effect seems rather silly to me.  "hes a clown on sundays... but he wears a red nose while he sleeps every night"

Yeah, that did sound a bit silly.
And the pseudo-burrow was not for the sake of preventing it from being situational.  I kind of wanted to see a "Burrow" effect outside of  .  Pointless, but there.

As for the upgraded balancing, should I:
- Raise attack
- Lower cost
Both are shown on the upgraded card for now.

More like "He is a funny guy and has a hobby of being a clown on the weekends."
It would have a basic effect (The submerge) and for an additional cost (flooding) have a second effect (the buff).
Doesn't that sound like Lycanthrope?
How about Wyrm vs Blessed Wyrm?
Forest Scorpion vs Adrenal Scorpion?

well, lycanthrope is a mono, same card, so not really.  the others are closer, but those are cards based solely on single targets, rather than an area affect on the field, which could be put in play by either player.  one flood can power many creatures, whereas one adrenaline or one blessing would only power one associated creature.  not to mention wyrm or scorp gain the same effect from the secondary cards, its not as if the scorpion now "gains 3 attack" in addition to adrenaline, or wyrm becomes immaterial when blessed.  levii has an explicit, built in, defined interaction with flooding.

Yes. Levii has an explicit optional additional cost with a corresponding additional benefit. I do not understand your objection. You have accepted the concept of a 2 stage card as valid and already in the game. Your only objection is that the card lets new players know about the second stage in the same way duo cards let new players know about their second stage?
