NOTES:
If a quanta is a 0, it will not be counted as one of the lowest.  Also, in case of an odd number of quanta between the averagees (don't know what else to call them :P), just use a randomize floor/ceiling function so one of them will get the 1 left over quanta
SERIES:
Not yet ready

Reasoning for this card:
It is to improve overall synergy for duo-trio-rainbow decks (hence the 0 won't count part), I'm working on another Series for all the Mono-decks (just need to find images).  It cannot be abused that easily thru Nova due to the randomness (there's no choice on the user's part).  And it does require you to commit at least some pillars or an initial way of getting that first secondary quanta before this become effective (so no mono-splashing thing).  Additionally, this will not completely favour rainbow as it is still a gamble for them to use it.

If the value results in a partial amount, does it round up or round down?

You have a Disparity between the card table and the card image regarding the cost.
