Just a couple things you may want to add to the NOTES section:

Where are you targeting the card? On the field? In your hand? In Narnia? (j/k on that last one)
What cost is being lowered?
Does this apply to the Mitosis effect?

Like the idea, though. Very fresh; may be a bit game breaking when applied to higher cost cards, like ruby dragon, however.

Added the following explanation to the notes :

You can target cards only in your hand - similar to discarding/playing cards your hand cards will highlight to show that you can target them. Only the playing cost of the card you target is lowered - abilities are not affected and if Reverse Time/Fractal is applied the resulting copies of the card will be normal costing. Cost reduction is also removed after you play the card, to prevent Mitosis abuse.
