I know it has nothing to do with determinism as per the thought experiment, but neither does Maxwell's Demon the card relate to the violation of the Second Law (although it is in  :entropy).

I'm just going to throw it out there, I LOVE the art.

As for the actual card, it does seem a bit OP and likely to induce many ragequits.

some of your ideas are creative, but please start putting in more time into card ideas before you post them- put more thought/effort and time balancing the ones you do put out.  1 great card >>> 100 bad cards.

this card for example clearly has too game changing of an effect.  play this guy, have an eternity out to prevent your own deckout. win.

I don't see it.  If the opponent's hand is lower than your own, this has a negative effect.  It can also easily deck you out in no time flat.  It combos well with Nightmare, but that's about it, and that's not really feeling like enough to take advantage of an uber rush deck.  Am I missing something?

"Draw or discard" was left over from the first draft of the card. I kept the discard part to clear up the confusion in the instance of you having more cards in your hand. Would it make more sense if the opponent drew or discarded cards to match the number of cards you had? I'm not sure if that would be overpowered or not, I'm having trouble with coming up with an average count of the number of cards held in the hand in PvP games.
