I'm not quite sure about the element this should be... Aether seemed to be the best choice to me, apart from Water, but I didn't really want the card to be the same type as the ability.
Congeal = frozen for 4 turns, Freeze = frozen for 3 turns.

I feel like it's OP, Same effect as Farenheit (or however you spell it) plus an uber rape effect, especially for mono decks (and  alot  of rushes), and its the cost as Farenheit? yeah OP. plus since its stronger than a rare card, this makes it double rare and I would  assume it wouldn't be easily accessable, even for people who can farm gods lol. Lastly, like I said before, It's Farenheit with an added effect, a repeat plus if you would. I personally feel that new cards should be just that, new.

But  again, I'm not Zanz, so this is all speculation

It's not quite Fahrenheit though.  :aether cards tend to cost more than  :fire, and by freezing itself, you can't use the skill excessively. If the other player has a good number of pillars, their quanta would fill quite quickly back to the amount before in 3 turns.

That, and Aether doesn't have Brimstone Eater or Cremation, so there's a lot less quanta acceleration in addition to the higher card costs.  I still think it's a tad OP -- I'd make it :aether /10 -- but the theory behind it is solid.

To deplete a quanta pool means to reduce the accumulated quanta of a specific element to 0.
