Sort of a counterpart to Silence, this spell Cloaks the opponent's field from them. In other words, they cannot activate creature or permanent skills or target their own creatures/permanents. They can only play cards.

Nope.
Sanctuary protects the quanta pool and the hand. And this one (nice one btw) doesn't affect them.

Well then, is it possible for a player to remove the effect during the turn affected? I mean, just as Cloak wears off when the opponent uses AOE spells or abilities like Fire Storm and Unstable Gas, does the effect of this card disappear when the affected player uses something like unupped Pandemonium, Shard of Patience or possibly Sky Blitz?

Oh nice. I really like this idea. Stopping growth creatures and creature abilities for a turn sounds really nice.

Based on how Void works and that this card has the exact same mechanic, it seems rather UP since your opponent still can play creatures, CC, and PC (Overall there are more options compared to what Cloak prevents, IMHO).

An increase to 2 (maybe 3?) turns would help to make it more effective.

On a serious note, did you compare to Silence?

The Void card you linked is a permanent. This is a spell ("uncounterable"). The Void card lasting 3 turns ... really? That's ridiculously OP in my opinion.

If my card really is UP I could lower the cost or I suppose make it last 2 turns. I'm a bit unsure about balancing to be honest.
