One problem: you can still trigger the loop, even with the new note.

If you have an inferno and a boneyard in play then you can kill the skeleton with the flame and the flame dying gives you a skeleton and the skeleton dying gives you a flame. Then if you have a second inferno in play you can keep looping through, gaining more flames each turn.

I would change few things:
-fire cost 0 :fire quanta
-when U sacrifice fire- no effect of card
-card cost less in my opinion 4/3 Up/Unup

also fore deal 1 damage to own creature when otyugh devour it (-1HP, not +1 or HP stay the same)

Outside of hitting skeletons for more deaths, there seems to be little power to this card, particularly the unupped version.

On a side note, a card getting buffed twice through the upgrade is bad form.  You get a flame that does double damage AND a decrease in cost.  Typically you see one or the other in current cards.

It is bad form for an upgrade to be worth less than 1 or more than 2 elemental quanta.

A card can easily have a decrease in casting cost [1cost reduction:1elemental quanta] and an increase in attack [~1attack:1elemental quanta] or damage [~1damage<1 elemental quanta]

So -1 cost +1 damage is worth more than 1 and less than 2 elemental quanta.
