It would be too similar to Quantum Pillar, then. This is meant to require a restriction in order to have a better than average quantum producer.

But quantum pillar has a very specialized niche in supplying quanta in rainbow decks...you'd never use my version of quantum spiral over a quantum pillar in a rainbow deck, so I don't see the problem.

But then again, the Quantum Spiral would be overused... Or would it?

I'm adding that option. I need to think what the change to the metagame would be.
