Why is this OP?

because of the cards posted
makes the costless,  :light producing creatures too powerful
and makes the Hope fuel resistant to rain of fire, Lstorm, etc. at the same time it's increasing its offensive power

How about this:

Since the Holy Grail was quested after by knights etc (sort of like high-summon cost creatures in EtG) the card be changed to "All light creatures with summon cost >4 gain +2/+2." | "All the light creatures with summon cost >4 gain +3/+3." with summon cost for Holy Grail as suggested 5 :light|7 :light.  Also you should probably note whether or not the cards stack in permanents area and if the effect stacks (I suggest yes, no).

Well rol hope woudl play this instead of dragons or light nymphs, and it would be twice as good. Sorry to say but I think it's op.

i agree with this, it would add theme-wise effect and balance things up (though cost might be reduced)

SoP does this so much better.

except with this, you dont need to splash water and the effect is instantaneous

@Blacksmith
I disagree. A bunch of 3|3 creatures are weak to DR shields. It lacks the stall breaking power of fractagon. & is vulnerable to PC

As an aside, SoPa isn't only better because it can possibly OTK & grants better stats, but also that the buff remains after destruction

Agreed - SoP does a LOT of things really well but is a rare card/shard.  Along that reasoning it can also replace current in-game cards Blessing, Plate Armor, Chaos Power, Rage Pot/Elix (to an extent), Accel/OD (to an extent),  Adrena/Epi (to an extent), Shard of Wisdome (to an extent), Nightfall/Eclipse (to an extent), and Shard of Freedom (to an extent).  Might even be a few more I am forgetting right now.  However, similar cards are OK so long as it isn't too similar and isn't in-element similar (as I understand current card design to be recommended).

3+ cost compared to eclipse, but it has a +1 attack and +2 hp in comparison.

On the other hand, it affects one element instead of two.

Not sure if balanced. Since you wanted to do the opposite of eclipse, you could try going for upped giving a larger buff in health of the creatures than attack.
Agreed.

depends on the opponent, I guess? I would prefer to use this over SoP to rush faster against a 100 HP deck. Of course I would want to use SoP/RoL/Hope against FGs and arena.

Well, if this effect applies to Pegasi, Crusaders and Flying Glories too (after using their skill), then yeah, it's OP given the fact that in a fully upped deck, 4/5 light creatures will have 10+ ATK. And although this mechanism already exists in :darkness with Nightfall, I like this card!

Geez, Krzy! I like you, but mass Blessing? XD It's crazy :D
It's somewhere between SoPa and Eclipse. I would keep +2|+2 over +3|+3 for both upped and unupped. This is more powerful than SoP in early game, because your creatures are not delayed. Make it consume all your :light quanta after using it maybe?
And we keep driving into the night
It's a late goodbye, such a late goodbye...

Usually the point of removing all the quanta of the card's type is to prevent it from being chained easily on the same (Sky Blitz) or consecutive (Miracle) turns. This doesn't stack, so playing it multiple times is already useless.
