It's somewhere between SoPa and Eclipse. I would keep +2|+2 over +3|+3 for both upped and unupped. This is more powerful than SoP in early game, because your creatures are not delayed. Make it consume all your 
quanta after using it maybe?
It's better than eclipse, but it also has higher cost. I will think about nerfing it though.
