Is it? Because by the time you get there, it's clear whose won or lost... And you can only have up to 6 targets, but in order to do that with a standard RoL/Hope, you'd have to give up healing or offense.
Ok, it is not completely OP, but it is OP in my opinion. Rol/Hope is a pretty good deck IMO and now we give it a Freeze or BB early in game and an 'instant kill' later in the game. Furthermore, it can also shut permanents, and that's the main reason of its OPness.
A RoL/hope deck will either only have a paltry amount of RoLs on the field, or a massive amount. I do not see how shutting down permanents makes it OP. What is wrong with giving

some PC? If this card were to be added into a RoL/hope, it'd cause quite a big revamp of the deck since RoL/hope is already packed with cards and adding more might stabilize it.
Could you please tell me why you feel giving

some soft CC/PC would be OP?
